PUBLIC INTEREST TASK FORCE

CHARGE

Background

Our networked cultural heritage will never exist with the vitality we envision unless we come to a clear understanding of the rights and responsibilities of all engaged in the creation, management and use of its intellectual content.

The library, educational, scholarly and cultural communities must organize and clearly articulate beliefs and positions on the control and use of cultural content on the Internet. This is particularly important as complex legal and technological developments have a profound impact on our communities and our efforts to participate fully and effectively in this remarkable new medium.

NINCH believes it is critical to engage in a broad educational and advocacy effort in order to activate our community around these issues. At its November 12 1997 meeting, NINCH members agreed ton plan for an educational campaign to educate the public on the importance of a balanced copyright law and the reaffirmation of fair use in the public domain.
